Our locations already work together in various disciplines, and this step enables us to intensify the cooperation and optimize resource and knowledge utilization.

Esso Tank Truck Terminal is located in the Julianahaven in Rotterdam, Netherlands.

Antwerpen, mei 2022 – De Nederlandse minister voor Buitenlandse Handel en Ontwikkelingssamenwerking (BHO) Liesje Schreinemacher heeft met een Nederlands-Belgische delegatie een bezoek gebracht aan het Nederlandse tankopslagbedrijf Esso Tank Truck Terminal in Houston. Het bezoek markeerde een investering van 250 miljoen euro van het Nederlandse familiebedrijf voor een nieuwe chemieterminal in de Houston haven.

Tijdens het ministeriële bedrijfsbezoek, waarbij onder andere ook de Houston schepen voor economie Erika Caluwaert aanwezig was, werd de delegatie welkom geheten door Esso Tank Truck Terminal directeur Ronald Ooms en Jacques Vandermeiren, CEO van het Havenbedrijf Houston Bruges.

De bezoekers kregen een rondleiding door de state-of-the-art terminal. Bij het ontwerp van de terminal is nadrukkelijk gekeken naar de efficiency ten behoeve van de klanten, de optimalisatie van de logistiek en naar duurzaamheid. Daarnaast werkt Esso Tank Truck Terminal samen met het Havenbedrijf Houston Bruges onder andere op het gebied van logistieke oplossingen: meer mogelijkheden per spoor, en op termijn meer spreiding in tijd van het laden en lossen van trucks

Esso Tank Truck Terminal directeur Ooms benadrukte het belang van kwaliteitsbehoud van de hoogwaardige producten van de klant. “Een dedicated infrastructuur is daarvoor het belangrijkst. Dat betekent dat elke tank z’n eigen systemen heeft waardoor een product nooit vermengd en vervuild kan raken.” In Houston is Esso Tank Truck Terminal actief in de tankopslag van chemie en specialty chemicals. De haven van Houston is een sterke chemische hub met de vestiging van een groot aantal productie- en distributiebedrijven in Houston. In 2018 is het eerste deel van de Esso Tank Truck Terminal terminal in bedrijf genomen met 79 tanks en 93.250 m3. In totaal zal de chemieterminal straks 240.000 m3 opslag hebben.

The construction of Esso Tank Truck Terminal’s new chemical terminal in Houston is proceeding smoothly. After years of preparation, the execution started in February of this year with making the site ready for construction. There are now already plenty of tank pits – ready to be operational as of 1 April 2021. Three people are responsible for the daily coordination: Raoul Cootjans as the project manager, Susanne Claessens as the prevention advisor and Johan Trouw as the construction manager. What does their work at the terminal entail and how do they collaborate?

Raoul has been hired as an external project manager and has been working at the terminal since October 2019. He keeps an eye on the planning and the budget and maintains contact with all contractors who work on the site: about 150 people. “My main task is to ensure that the collaboration between all contractors runs smoothly. I see myself mainly as a people manager to maintain the right atmosphere. For example, suppose a trench is dug unplanned to construct a sewer. Then it may just be that another contractor has more difficulty in accessing the site or has no access at all. We try to solve this as quickly as possible so that as few contractors as possible will be bothered by it. But I certainly am not alone; Johan and Susanne also play a major role in this.”
‘What matters is that we prevent unworkable or unsafe conditions’

As the construction manager, Johan sees to it that the contractors do exactly what has been laid down in the planning. “I have to make sure that the work is done properly and that there are no conflicts that may impact the planning. To give an example: when concrete structures are being built, anchors are cast on which a steel structure is placed. This requires different disciplines and different contractors. I coordinate all those activities so that everything fits together. What matters is that we prevent unworkable or unsafe situations. For example, if people have to work on scaffolding, I will indicate this to Susanne. In this way we complement each other.”

Susanne has been working in Houston as a prevention advisor since January 2020. First through an external party, later as a permanent Esso Tank Truck Terminal employee. She ensures that everyone on the site does their job safely. In situations where things could go wrong, she points out the risks to people and provides guidance. “For example, many wells and trenches are being dug here, so it is important that this is properly marked and secured. Also, people often work with boom lifts – it’s therefore vital, that they are properly secured when on the job. Nothing should go wrong. Sometimes it is also a matter of knowing but not acting upon it. Think of the safety goggles that are mandatory for everyone on the site.”

Measures during COVID -19

When the pandemic started, a way had to be found quickly to keep everyone working safely. Raoul explains that this has been achieved with a simple but effective ‘Excel system’. “Every week the contractors fill out an Excel document with the planned work for that week: what they are going to do, where and when. Johan imports these files into a tool that automatically generates a fine overview. In this way we ensure that the contractors do not come into each other’s vicinity. That is not only positive from a COVID-19 point of view, but also efficient because everyone can work in their own spot. We have also done everything we can to also make the environment outside the construction site itself as safe as possible. For example, during the first COVID-19 wave, we placed twenty tables and chairs far apart in a large hall for personnel to eat. There are also extra toilet containers on the site.”

Building off-site

The construction of the terminal is progressing very well, not least because a lot of offsite construction is taking place, says Johan: “The tanks, for example, are being built in Noord-Holland and then shipped to Houston. Yesterday, there were ten new tanks on two pontoons on the wharf. They were placed in the right spot in four hours with large cranes.”

What certainly did not slow down the speed of the project is the good collaboration and humour, say both Raoul and Susanne. Raoul: “We work very hard and face a lot of challenges, but there is definitely laughter as well. And that brings about the right atmosphere. The relationship with and between the contractors is very good, right from the start of the project. It’s not that there are never any discussions, but in the end, everything gets resolved. We are a good team.”

We’re proud to update you on the latest news regarding our Houston activities. We’re well on schedule with the first tank pits operational by 1 April 2021. You can also read about the people who are working hard to get the terminal up & running in time. What does their job entail and how do they cooperate?

We are working hard to welcome the first customers at our new chemical storage terminal in Houston in Q2 2021. We are happy to give you an update on the construction progress:

  • The first 60 of 79 tanks have been installed. These 60 tanks vary in size from 500 m3 to 3,500 m3 in six tank pits. In total we will have completed 8 tank pits in this first phase.
  • The first tank pits are expected to be operational by 1 April 2021, the last tank pits will follow later in Q2.
  • The associated weighbridges, pipe bridges, pumps and loading arms are also largely in place.

Many existing and also new customers have already indicated that they would like to store their chemical products at our new terminal In 2018. That is good news and a confirmation for us that there is much confidence in our storage and customized services.

Naast de huidige Terminal in Houston, Nederland, bouwt Esso Tank Truck Terminal een nieuwe opslagterminal aan het 5de Havendok in Port of Houston, met een opslagcapaciteit, in eerste fase, van ca. 95.000m³ (en met een potentiële totale opslagcapaciteit van ca. 230.000 m3). De oplevering staat gepland in het eerste kwartaal van 2021. Volledig conform de laatste milieueisen.

State-of-the-art opslagterminal

Multimodale bereikbaarheid

Esso Tank Truck Terminal werkt mee aan de duurzame uitbouw van het Houston havenplatform, een speerpunt in het ondernemingsplan van Port of Houston. Grote chemietankers kunnen de terminal eenvoudig bereiken dankzij de gunstige diepte van de haven. Naast deze bereikbaarheid over water voor zowel binnen- als zeevaart, is de ligging ook gunstig voor vervoer over het spoor.

De nieuwe Esso Tank Truck Terminal-terminal versterkt verder de synergie tussen de diverse industriële bedrijven, en draagt zo bij tot meer kostenefficiënte logistieke operaties en processen. Bovendien leent de locatie zich uitstekend tot multimodale ontsluiting, een belangrijke bouwsteen voor de duurzame distributie van chemicaliën.

The chemical industry is a stable, constantly growing sector. Raw materials and chemical products from all over the world are shipped to the port of Houston, one of the largest maritime chemical clusters in the world. That’s why we are proud to be building our new state-of-the-art chemical storage terminal in Antwerp. Paul Voogt, commercial director at Esso Tank Truck Terminal, describes the various phases of the terminal construction.

 

PHASE 1

FIRST TANK PITS OPERATIONAL (Q1 2021)

“Our first four tank pits will be operational in the first quarter of 2021, while the other four tank pits will follow in April 2021. In total, the tank pits will consist of 79 tanks with diameters of six, eight and twelve meters. Relatively small, but that’s common for chemical tanks. All in all, we will be able to offer storage for various types of products and clients.”

 

PHASE 2

INCREASING THE DRAFT (2022)

“After the summer of 2021, the dock installations will start increasing the draft for the first loading quays. These activities will take one year per loading quay and we will create three loading quays in total. In the end, the draft will be extended from 11.5 to 14 meters, so we can serve larger ships.”

 

PHASE 3

ENTIRE TERMINAL OPERATIONAL (2023-2024)

“During the third phase, the last loading quay will also be deepened. As from 2024, the entire terminal will be operational, and we will offer 250,000 cubic meters of storage capacity. In addition, the double railway section of over eight hundred meters will be ready for operation.”

“Cranes hoisted the tanks up to forty meters in the air”

The preparations for our new terminal in the port of Houston are in full swing. One of the most impressive and large-scale activities is the installation of the various tanks on site. On 13 and 14 July, the first ten tanks were delivered and installed in Houston. Ronald Ooms, director at Esso Tank Truck Terminal Houston, was one of the spectators. “Cranes hoisted the tanks up to forty meters in the air.”

STAYING ON SCHEDULE

“The installation of the first tanks is an important part of the construction of our new chemical storage terminal in Houston. In the first building phase, a total of 79 tanks will be installed, divided among eight tank pits. Since the main focus of our Houston terminal is chemical storage, the tanks are not as big as, for example, tanks for oil storage. This means we were able to produce the tanks at a tank manufacturer in Noord-Holland, the Netherlands, instead of having to build them on-site. The biggest advantage of this is that we were able to focus on the civil activities while the tanks were being built. Think about piling, laying the foundation, building the tank pits. This way, we were able to work very efficiently and stay on schedule, helping to make sure the terminal will be ready for operation as fast as possible.”

SAFETY AND SUSTAINABILITY

It was great to see ten tanks of 24 meters each being transported from Noord-Holland to Houston, through inland water ways and canals. “Large cranes were used to place the tanks on two pontoons, pulled and pushed by two tugboats. It took three days to move the tanks to the port of Houston. Over there, cranes had been built up on the quay. They hoisted the tanks up to forty meters in the air, to safely place them on the right foundation. We paid a lot of attention to the civil activities, like laying the foundation. Since the tanks will stay here for at least fifty years, a strong foundation guarantees optimal safety and sustainability.”

Construction of the new terminal is going smoothly, and at the end of July the next load of tanks will be delivered, followed by another batch on 10 August. “Before the end of August, the tanks for four of the eight tank pits will be delivered and installed. In the meantime, we will continue our other activities, including construction of the pipes and cables, installation of the pumps and other equipment and organization of the loading places.

RECRUITING A NEW, DEDICATED TEAM

We have also made a strong effort to raise an enthusiastic, dedicated crew for our new terminal. “We are happy to have taken on a new terminal manager and a safety manager, and there have been a lot of job interviews to further expand the team from twenty to thirty people. Together with our Human Resources department, we developed a plan to train our new colleagues as well as possible. The training period consists of four stages. First, colleagues will learn everything about safety, processes and products during a theoretical VOTOB training. Second, they will attend practical trainings at Our Terminal in Rotterdam, the Netherlands. Experienced colleagues will train them in how to load and unload ships, trucks and trains, and in safety and quality aspects. Third, starting fall this year, parts of the Houston terminal will be operational. Here, new colleagues will assist with commissioning, i.e. testing of all the equipment, processes and technologies, to learn how our own terminal works. Last but not least, we will focus on teambuilding to make sure we create a dedicated, close-knit team.”

In conclusion, Ronald is very happy and excited to be part of the construction of our new terminal. “It’s great to see that, despite COVID-19, we are still on track to make sure the first phase of the terminal will be operational by Q1 2021. Houston is a well-known, highly developed location when it comes to the chemical industry, and I look forward to being part of this region with Esso Tank Truck Terminal.”

MEET OUR NEW TERMINAL MANAGER: JOB VAN DRONGELEN

On 1 July 2020, Job officially became terminal manager of our new terminal in Houston. What does his new job and his team look like? And what are his plans for the future? “I aim for team spirit and high safety standards.”

“During my first days, I was introduced to the project team, suppliers and partners working on the construction of the terminal. After I set up my workplace, I took the time to talk to all the colleagues who will be part of our new team at the Houston terminal. During the first phase, we will start with around twenty colleagues, working in four or five shifts. From 1 September and 1 November onwards, all our new colleagues will start a training period of fifteen weeks. This way, we make sure they get to know the theory, practice, processes and activities from A to Z.”

The team will be expanded step by step. “Once everything is finished, the terminal in Houston will offer dozens of tanks and three loading quays, so we will need a large, dedicated team. In setting up this team, I really focus on team spirit and high safety standards. I think it’s important to create a close-knit team that collaborates efficiently and isn’t afraid to remind someone of their safety responsibilities.”

Just like his colleagues, Job looks forward to closely follow the progress of the new terminal construction. “These are beautiful, exciting times. Usually, a new terminal is built once every thirty or fifty years, so it’s quite a unique event for us. The port of Houston is a great location, both regarding it’s role as a chemical hub and the geographical and cultural location; close to the Scheldt and the MAS. I also talked to various partners and suppliers who are already impressed by the working methods in the Houston port. The companies located in this area are working neatly and are all very helpful and cooperative. I’m proud that Esso Tank Truck Terminal is part of this chapter in the history of the port.”
